How the French Housing Market Works

France has some of Europe's strongest tenant protections. Rent increases are capped by the IRL (Indice de Référence des Loyers), and cities like Paris, Lyon, and Bordeaux have additional rent control (encadrement des loyers). Buying property involves notary fees of 7–8% on older homes, and mortgage rates are typically fixed for 15–25 years.
